41. Tax Forgiveness - Land Bank for Structure and Land Revitalization

A land bank for structure and land revitalization would benefit from accumulated tax forgiveness by a municipality,  school district and county.  

But, tax forgiveness should flow from a buyer's plan for remediation whether that is rehabilitation or demolition. The plan should be supervised by a land bank as an inherent  part of a contract with the buyer. The law of contract would then provide a control similar to the supervision of a conservatorship by the County Court of Common Pleas. It is that control by contract that would be recognized by all local government units to be the basis for the incentive of tax forgiveness. 

Thus, a major step for a land bank in its goal for structure and land revitalization is tax forgiveness.

Complete the remediation. Forgive the accumulated taxes and government fees. Simple enough.
