32. Everyone is Injured by Abandoned and Blighted Structures

Here is an interesting abandoned and blighted structure. The owner has dutifully paid the real estate taxes year in and year out but otherwise done the minimum or less. The structure was formally a rooming house. It is in a single family zoned area.

 As it has been abandoned for well over a decade the “grandfathering“ provisions in the zoning ordinance should no longer apply.

What could be done with a large, out of code compliance structure? Over the years it has been the site of unknown trespassers who entered by breaking a basement window. During the first quarter of 2018 a portion of the foundation wall collapsed creating a large opening and a serious structural concern.

In looking at it, several ideas come to mind. The first - Demolish it.

However, as three nearby houses the last four years have sold for an average of $81,966 there might be value and opportunity in partial a demolition and rehabilitation.

Remove the upper story and lower the roof and rehabilitate?

Demolish half and rehabilitate?

Separate the halves. As the structure is two buildings adjoining each other, move half of the structure to the available land and rehabilitate both. 2 X $81,966= $$163,932.

The answer is for a licensed architect to compute and advise. It would probably require plenty of sweat equity to achieve.

The owner could proceed.

Or any property owner in the City of Sharon could proceed under the provisions of 68 P.S. Section 1102, Abandoned and Blighted Property Conservatorship Act.

Finally, the owner lives in a nearby suburban community at a well maintained house and property. There are no abandoned and blighted structures within 2000 feet of the owner's residence. Suppose this property was not abandoned and blighted. The nearby houses that have changed hands the last four years would have had greater selling prices.

As the major component of household wealth is the home, the owner has injured other property owners by not addressing the abandoned and blighted structure he owns.
