38. First Priority for Sharon Land Bank - A suggestion
While awaiting the Pennsylvanian DCED stamp of approval, suppose the City of Sharon had a Structure and Land Revitalization Bank (SLRB). (Another suggestion - "Structure and Land Revitalization Revitalization" describes the basis and purpose of a Land Bank. Better name for the public's understanding.)
Suppose that the priority of the SLRB was to create a market environment for affordable housing and owner occupied homes by a buyer's plan for bootstrapping, that is sweat equity.
To do so, the SLRB would be a market based catalyst for revitalization. In doing so, the SLRB could bar any person(s) who are tax delinquent anywhere, not just Sharon. The buyer should not own any property that is not in compliance with the building and maintenance code. Another bar is that a buyer is to be the occupant.
Objective,
demonstrative basis and criterion to reject a revitalization plan must
be published by the SLRB and be a transparent policy.
Now, there will be bootstrap buyers who have energy and skill but few resources. In such cases the buyer in their plan could demonstrate collaborative commitment of a group, say a church, say a nonprofit, say an organized association of people, etc.
Restoring home ownership means revitalization.
